The Research Ethics Review Committee (ERC) is a 27-member committee established and appointed by the Director-General. Its mandate is to ensure WHO only supports research of the highest ethical standards. The ERC reviews all research projects, involving human participants supported either financially or technically by WHO. The RRB evolved from a community based ethics committee. The transition to a more formal and structured board occurred as a response to national and international recognition of the high quality, timeliness, and capability of the ethics committee and our desire to exceed the standards set forth by regulatory agencies.

The Chair of the REB reports administratively to the Vice-President, People, strategy and performance. All research projects involving human subjects, directly or indirectly, funded or unfunded, require review by NSCC's Research Ethics Board (REB). The REB review process is based on four principles of interaction which include the respect for persons, ensuring no harm to individuals, assessing the benefits to individuals and a fair assessment of the balance of burdens and benefits. Alberta has three Research Ethics Boards (REBs) designated under the Health Information Act to review and approve health research.
